The meeting is aimed at discussing the 2020 budget proposals before its presentation to the National Assembly tomorrow.
Members of the council will be putting finishing touches to the fiscal document to tighten loose ends before the final presentation to the lawmakers.
Those at the meeting apart from ministers are the Vice President, Yemi Osinbajo, Secretary to the Government of the Federation, Boss Mustapha.
Others are the Chief of Staff to the President, Abba Kyari and Acting Head of Civil Service of the Federation, Folasade Yemi-Esan.
The Senate had earlier announced that the president would be addressing a joint sitting of both the senate and house of assembly at 2 pm tomorrow.
